Twine Phiri is a Zimbabwean businessman and football administrator whose career spans championship-winning club ownership, national league leadership and the development of young football talent. As the owner and president of CAPS United, he led the club through its consecutive Zimbabwe Premier Soccer League championships in 2004 and 2005, with Charles Mhlauri as head coach.
Twine Phiri later chaired the Zimbabwe Premier Soccer League from 2010 to 2016. His tenure included major commercial partnerships and the landmark 2012 SuperSport agreement, which provided for league and cup football to reach audiences across sub-Saharan Africa through television, mobile and internet platforms. In 2023, he and Rueben Mataka launched Twinmat Sports Academy in rural Gwanda, extending his football work into grassroots development. His January 2025 campaign for the ZIFA presidency carried that focus into proposals for stronger youth pathways and corporate governance. At CAPS United, Phiri’s presidency encompassed two successive championship seasons under coach Charles Mhlauri. The 2004 and 2005 titles stand together as a defining achievement of that period, earned by the players and coaching staff with the backing of the club’s leadership.
In a 2021 Sunday Mail interview, Phiri recalled investing in Mhlauri’s development and supporting him through a difficult start as head coach. He also described assembling an administration with distinct responsibilities for finance, marketing and team management. His account gives the championship years an institutional context: recruitment, coaching and the work of running a professional club.

Phiri’s league leadership placed him at the centre of a wider task: strengthening the commercial support available to Zimbabwe’s top-flight competition. Contemporary reporting documented the scale of the opportunities taking shape. In September 2011, Mbada Diamonds unveiled a US$1 million knockout tournament, welcomed by club leaders as a significant investment in domestic football. Phiri, then both CAPS United president and PSL chairman, emphasised its potential to motivate players and improve competition.
When he prepared to leave the league leadership in 2016, Soccer24 identified the Castle Lager league sponsorship and SuperSport agreement among the notable achievements of his tenure. In September 2012, the Zimbabwe PSL and SuperSport agreed broadcast rights covering the remainder of that season and the 2013–2017 seasons. The agreement included league and cup matches across television, mobile and internet platforms throughout sub-Saharan Africa and adjacent islands. It gave Zimbabwean domestic football a route to audiences well beyond its stadiums.
Phiri described access to SuperSport as a key objective of his management committee. He connected the agreement to the league’s ability to attract sponsors and give its football a broader commercial platform. The ambition was clear: make the domestic competition more visible, and use that visibility to create opportunities for its clubs, players and partners.

In April 2023, Phiri and business partner Rueben Mataka launched Twinmat Sports Academy in rural Gwanda. The launch included a tournament at Bethel Village, bringing local teams together and drawing junior coaches to identify promising players. Phiri explained the choice of location through his belief in the depth of football talent in rural communities.
That development focus also appeared in his subsequent public football activity. In January 2025, he launched a campaign for the ZIFA presidency in Harare, proposing stronger grassroots development and improved corporate governance. It carried a familiar concern from his club and league years into the national debate: how to build the structures through which football talent can progress.
